This research examines how platform and contingent work can expand entry, stability, and mobility for marginalized workers below the “API line” and how tools/benefits can raise earnings and agency (pp.5–8). It identifies pathways: on-ramps to work for the underemployed, formerly incarcerated, immigrants/refugees (pp.10–12); financial/benefits infrastructure to reduce leakage and risk for gig workers (pp.14–16); and low-barrier upskilling and delivery models to transition workers above the API line (pp.18–21). Case studies show immediate earnings access and hiring channels (Wonolo, 70 Million Jobs), expense/benefit optimization (Hurdlr, Stride), and mobile-first, job-readiness training (Virtanza, Cell-Ed) (pp.11,15,19–20). Constraints include declining participation, automation risk, and lack of HR/benefits; tailwinds include tightening labor markets and employer incentives (pp.3–4,12,14). Recommendations prioritize platforms creating jobs, benefits tools, and “low-skill-friendly” upskilling (pp.16,20–21,23).
